Trouble sending messages using iPhone

Hi-
Brand new Lucky Mobile user using the very basic $15/month 100 Minutes Canada-wide Calling Plan with Automatic Top-up. I'm using an old iPhone running the latest iOS update (iOS 15.6.1).
I can send and receive messages to other iPhone users using iMessage.
I can receive texts from Android users.
The problem is: I cannot respond to Android users' texts. I receive a "message not delivered" warning with a red exclamation point.
Apple describes the issue here: https://support.apple.com/en-us/HT204065 but when I click on the red exclamation point, there is no option to "send as text message." I can only "try again"
Two bars of cellular service.
I have reset the network and restarted the device. I have tried to set the APN settings, but there appears to be no option to do so in iOS 15.6.1 - or, at least the instructions here: https://www.luckymobile.ca/support/phone/access-point-name are impossible because there is no Step 4 "Select Cellular Data Network" or options for Step 5

Update: problem on our end was solved. Phone now works, but instructions on setting APN should be changed by Lucky.

My kids both have iPhones and both of them are unable to receive and send texts (either iMessage or SMS) when not on wifi. Both of them have cellular activated and because of the updated firmware I am unable to change any APN settings, seriously thinking of cancelling both accounts because I am unable to reach them when I need to. Help!

My Iphone shows that text messages are sent, but none of the recipients are actually receiving the text message. I have tried to send to all my family members, and to android and Iphones. None of them are getting my sent messages. Any idea how to fix this? Phone calls work and internet works also. Just sending texts are not.

Hey Lucas,
By the time LuckyMobilePatricia replies, can you go to settings>messages> and turn on "Send as SMS" option. This might be able to fix the issue on the iPhone, as the iPhone might be trying to send the message as iMessage and thus the reason its not going through.

Thanks @MK4753 , I checked the settings, and it is already on. Thing is, the issue just came up a few days ago. No issues before that. I didn't change any settings or anything. Taking your advice a step further, I toggled the message settings on and off to maybe try to "reset" it, no luck. It's a mystery!
