why I didn't recieve the promo to be on bell plan?

hey someone told if your using lucky mobile for two months, they will notify you if you're interested on to have a cellphone plan on bell.

I keep getting calls from a number labelled Bell saying Lucky mobile is now with them and they keep trying to offer me mouth watering promos and discounts that can only be done/activated on the call and not in person. Just want to comfirm that these are SPAM calls?
