Some way to "mirror/cast" phone screen to non smart TV but cannot be tethering?

I just want to see the internet pages for easier reading on a non smart led TV , without wasting more data or tethering (if this is possible ). Or to a tablet

Welcome to the Community and interesting question.

If you have a non-smart TV, but it has an HDMI slot, the easiest way to mirror your smartphone screen and cast content to the TV is via wireless dongles like Google Chromecast or an Amazon Fire TV Stick device. 

As for mirroring your phone to your tablet, that can be accomplished by a third party app that can be found in your app store. Some brands may have the function already imbedded in them like Samsung SmartView.
