Why do I have to purchase an add-on to make international call when it is included in my plan?

I purchase regularly a plan includes international calls between Canada and u.s. the app keeps popping up notification that I used up all my international calls when I haven't yet made any, This has been happening every month. When I actually needed to make a call, I was forced to purchase an add on. In my plan it clearly says, 32$CANADA&US international text and calling.

Our Service Passes help you manage your spending. Choose a Service Pass to call, text, or use data outside your monthly Plan.

If you try to call, text or use data and your activity is not included in your plan, we will send you a text message with a link explaining your Service Pass options. You can buy a Service Pass for calling (Canada-wide or to US/internationally when in Canada), texting, and data usage.

Service Passes expire 30 days after adding them to your account.
