International texting not working

I'm on the $25 Unlimited Can Minutes plan, which includes "Unlimited Canada-wide & International texts". Still, I am not able to send texts to Norway (fails to send). I am able to receive international texts.
Moreover, when I send to a Norwegian number in my contact list (which includes country code), the numbers are altered to a local number, so that what was originally (+47) 9******* becomes something like 01147 9*******. Does anyone know what's happening?

- Have you tried to reset your network settings and try again after?
- What troubleshooting steps have you tried so far?

Thanks for getting back to me!
- The error message I'm getting is "Not delivered."
- I have tried to reset network settings, but it still does not work.
- I haven't been able to find any troubleshooting steps for this problem, but I have tried restarting the phone, as well as resetting network settings.
- I tried to get support through the chatbot, but got caught in an endless loop of irrelevant responses.

I see now that there has been a misunderstanding on my part regarding the international call prefix. That solves the error message problem, but the problem then is that people don't receive my texts. I also tried several times by sending from my Lucky number to my Norwegian number without getting the "return" text.

Hi there, @emilk1111. Thanks for following up, as well as providing more details.
We'd just like to confirm a few more details:
- Have you received any text messages to your Norwegian number from Canadian numbers in general, or is it only the Lucky number having difficulties? Do you see a delay in receiving them, or not receiving them at all?
- If it's with all Canadian numbers, have you confirmed with the Norwegian provider that there's nothing that could be preventing the messages coming through on their end?
- What do you mean by "return text"?

Hi, thanks for following up so quickly.
- Yes, I have double-checked now, and there seems to be no problem with receiving from other Canadian numbers. And there has been no delay in receiving from them. The texts from the Lucky number have never been received. By the way, this also goes for my partner's Norwegian number, who has also not received messages from my Lucky number.
- By "return text" I just meant the message coming (or rather, not coming) to my Norwegian number from my Lucky number.

To be clear, @Lubird, normally when there's an issue sending text messages you would see a "not delivered" status attached to the message to indicate this, as described earlier in this thread. Are you not seeing this under your messages? If so, how do you know the messages are not being sent? Have you tried sending to multiple different numbers?
In regards to your network settings, this would be in your settings app for both iOS and Android.
Lastly for troubleshooting, you can follow the lead of user's who have had similar issues - begin with restarting your phone itself. Resetting your network settings if you've not done so would be another option.

My plan is $25 Unlimited Canada Min 500MB, which includes Unlimited Canada-wide & International texts. However, when I tried to send text messages to my friend in China, it failed. I live in Canada and he lives in China. His phone number starts with +86, our mobile devices are all iPhones.

There is a line of small red text below the text message: not delivered.
I tried resetting the network settings, it didn't work.
I tried turning off iMessage in settings, restarting the phone, reinstalling the sim card, none of which worked.
I have contacted the technical support team to open a ticket.
