Why does Lucky Mobile not let new customers make their first payment with their bank

I wanted to help someone switch from Chatr Mobile to Lucky Mobile and the process has been more difficult than it needs to be.
I was talking to this person about how Lucky Mobile let's you make payments automatically through the bank. He was excited about the idea of not having to go each month to get a top-up card (he doesn't have a credit card). I picked up a SIM card from Dollarama. Also, why does Lucky Mobile not sell top-up cards at every location where their SIM cards are sold? I went home and tried activating the card. I got close to the end, but had to stop. According to Lucky Mobile's own packaging on the SIM cards they sell, it states that “What you'll need” is a “credit card or bank account information if you wish to register for Automatic Top-Up.”
However, their own website won't let a new customer complete the activation unless they make their first payment with a credit card or top-up card. Using a credit card or top-up card defeats the entire purpose of joining Lucky Mobile. I'm now working with him to find another carrier. Hopefully one that's more competent.
Lucky Mobile needs to get it together and do better.

If you take a look at What you’ll need before you starta Top-Up Card or credit card is needed for your initial payment and activation.
Once the account is activated and the initial payment is made you can set up automatic top-ups.
