Send/receive International texts to/from Serbia - $25 Unlimited Canada Min 500MB

Is it possible to send International texts (including pics & video) from  Canada to Serbia and from Serbia to Canada with my $25 Unlimited Canada 500 MB Data ? If not, which Lucky plan would allow me that ?

Also if I choose another cell provider, can I port my existing Lucky # to the other provider ?
