SMS to Iran not working

My plan is: $25 Unlimited Canada Min 500MB

I cannot send text messages (SMS) to Iran ( +98 ... ) although I can send SMS to Canadian numbers. 

My plan included "Unlimited Canada-wide & International texts". But I'm not sure if Iran is excluded from international countries or not?!
