Can i use Service Pass to buy more calling minutes after 100 mins are used?

I am new & don't understand some things. I am quite sure I bought 2 service passes during the recent snowstorm, but now I am told not to use Service passes --- why not? And I didn't expect that I would not have voice-mail once mins were used
