Can I get Lucky Mobile to delete accounts from Chatting Platforms?

Hello!

Sorry if this is the wrong place to ask, but someone used to have my Phone Number and used it to create a Telegram account, and I cannot delete nor recover the account in any way and Telegram Support doesn't respond to any of my emails. Recently I saw that I could probably get a Telegram account deleted using my SIM Card and/or Phone Number, which I have both, so I am wondering if Lucky Mobile could get Telegram to delete the account that is using my Phone Number.

Please let me know if this is possible, thanks!
