Why was I charged 16 cents just to add long distance? I can't top up 16c to round up the balance so I'll always have $4.84 that I can't use.

Hi there @CL1, and welcome to the Community.
This would be a result of proration. Plans and features (including but not limited to international long distance) are charged in 30 day cycles aligning with your monthly anniversary date. Changing your plan or adding a new feature effective immediately results in that normal charge for 30 days to be prorated for the remaining days in that current cycle.
e.g., you add on a feature 14 days into the current cycle. You're then immediately charged for the remaining 16 days. You're then charged on your anniversary date for the full cycle, or 30 days, so billing is aligned across the board.
