Does Lucky Mobile allow tethering (using the phone as a wifi hotspot) and if so on which plans?

Welcome to the Community and thanks for your post.
In theory yes, if you use your Device as a modem or tether, then you may be charged Pay-Per-Use Charges for data Services.
To learn more, check out the Lucky Mobile Terms of ServiceOnce on the page, scroll down to point 18. How does Lucky Mobile calculate my usage Charges? and refer to subsection C. Data "Certain Plans or Add-Ons that include data may apply to on-Device transmissions only".

Is there somewhere that says which plans and add-ons are on-device data only and how much the pay-per-use charges are?

As Lucky Mobile is a prepaid service, you will have the ability to tether until your data packet is fully consumed.

My phone does support setting up wifi hotspots, Can I connect other wifi devices to my lucky mobile phone?

I am trying to USB tether but windows 11 says "no internet". The cable seems OK as I can see files. I am using a Blackberry Key2 with android 8.1.

Hi there, @BeerNecessities. Welcome to the Lucky Mobile Community, and thanks for your post.
With some research, we've found results that this issue has come up on the Microsoft Community forums as well. Could you review this thread, USB tethering not working, and let us know if the issue persists after following their Moderators instructions?
Additionally if possible, could you try tethering from your Blackberry to any other device? Another computer, another phone, etc. - if the issue does not persist, this may indicate an issue with Windows 11 that we would be unable to assist with.
Do bear in mind that Blackberry devices are considered to be outdated, and Android 8.1 as well is a severely out of date OS. We'd also recommend trying the same method of tethering with a different up-to-date phone, and see if the issue can be replicated.
