Does it mean a user is on the phone if it goes to voicemail and says user is on the phone?

Upon calling a friend it went straight to voicemail and said their phone number then that they’re on the phone, they claimed they never got a phone call and weren’t using the phone. Could something else cause this or is being on the phone when receiving the call the only way to prompt this message

From your perspective as the caller, yes - it could mean a number of things. Your friend is in a call, their phone may be off, they may not call waiting as part of their plan, just to name a few. 

If you yourself are having no other issues with making calls, then your friend will likely need to speak to their own provider's technical support for further support.

When i try to make a call i get voicemail only , it does not even ring the person im calling , and in my service it sais no allowance to voice , text and international.  I have a unlimited plan. Please help 🙂
