Change phone plan without having a balance.

I was trying to change my phone plan to a different plan before i top up my account for this month’s payment however it wont let me change my account until i add funds to my balance. If i did this it will make me wait a month to get the new plan method while stuck on my old one.

I experienced the same issue when I wanted to change my data but I did it in the middle of the month, so top-up was paid and I had to wait. 

I changed data again but this time I waited until two days before due date and it changed my anniversary date to last day of month with no issue.
