I recently got Lucky Mobile, it didn’t take my visa so I had to go on a search for a top-up card and I finally got one. I activated it and it was going well, until I opened the lucky app and it said I went over the data limit. I had just bought the data pack. I checked and it said I did not use any data whatsoever yet it’s still saying I went over the data limit.
I go to connect my number to my apple messages and it is not working either. It says “ something went wrong with activation”. I go to try and connect it to my Apple ID and it tells me that “this phone number is already in use with another account”. I don’t have multiple Apple ID’s.
i went to go check out the help section on the lucky mobile site and it tells me to select cellular data options, which I do. Then it tells me to select cellular data network l. But I don’t have that option anywhere. I am at a loss. I’m so confused. I don’t know what to do

When trying to use your Visa, are you receiving any kind of error message? If so can you share the details of the message and a screen shot of the message received that is indicating that you've used up all of your data.
As for your iMessage concern, check out the Apple Community article Phone number is already in use with another accountthread.
