Texting only works over wifi

I can't receive texts unless connected to wifi.

$15/month plan 100 minutes & unlimited texting. Was fine until a couple months ago.

Are you referring to picture messages or any text messages?
Are you receiving a failed delivery or error message? If so, what is the message received?
Are there specific locations where the issue is happening?
Have you tried your SIM in a different phone to see if the same error occurs?
When did you notice the issue started?
What troubleshooting steps have you done so far?
Have you spoken to our technical support team to open a ticket?

I can't text anyone if I'm not using wifi. Why?
